You really should get some sort of insurance coverage in case something should happen to a dog while in your care. Your parents would have to get the coverage for you since you are under age. I know that I would NOT trust my dog to a 13 year old.
References :
I wouldn't trust a 13 year old with my German Shepherd. Personally I wouldn't trust my dog with anyone under 18 and is worthy enough to walk him and wash + dry him sensibly, which I don't think a 13 year old has the capabilities to do without full supervision.
References :
You can be any age to walk a dog. If its for charity i think you should go to your local pet shelter and ask them if you can do that on their behalf. Otherwise the owners of the dogs may be reluctant to hand over their money OR their dog incase the money does not go to the charity or incase you steal their dog. I'm not saying you will but some people do that. If you manage to get support from your local pet shelter, you can show the bit of paper to the owner and they will feel safer. Make sure you ask the owners about their dogs needs (incase they are allergic to some shampoos) and that you are able to walk stronger dogs- some pull on the lead to chase cats and you end up on the floor with no dog.
